Vibra Healthcare Welcomes Sean Dougherty as CEO of Ballard Rehabilitation Hospital

Vibra Healthcare is pleased to welcome Sean Dougherty as the new chief executive officer of Ballard Rehabilitation Hospital, located in San Bernardino, California. Ballard Rehab is a Vibra Healthcare hospital providing inpatient and outpatient medical rehabilitation services to individuals recovering from injury, illness, or surgery.

Dougherty brings a wealth of experience to the role, with a clinical background as a licensed clinical social worker and an accomplished track record in healthcare leadership. His expertise spans case management, IRF-PAI, PPS, and program operations. He previously served in both director and regional director roles with Vibra Healthcare and has led rehabilitation programs to record-setting results in patient outcomes and satisfaction.

“I believe in being a servant leader,” said Dougherty. “I’m excited to return to Ballard Rehabilitation Hospital, a place with such dedicated staff and a strong history of patient care. Together, we will continue building a culture of excellence, accountability, and compassion for the patients and families we serve.”

Dougherty’s passion for continuous improvement is reflected in his educational and professional achievements. He recently earned his MBA in healthcare administration and is a graduate of an executive hospital leadership fellowship. He also serves as a CARF surveyor and holds multiple professional certifications, including Certified Case Manager (CCM), Accredited Case Manager–Social Work (ACM-SW), Certified Brain Injury Specialist (CBIS), Certified Medical Rehabilitation Manager (MRMC) through AMRPA, and HACP-CMS.

Outside of work, Dougherty enjoys fitness, pickleball, and escape rooms. He began his new role on September 1, 2025.
